i found some tuts online from google, long time ago.
just type diy wig.
most of them require you to buy wefts and glue to a wig cap...
soo... i think it actually takes less time and money to get one already made though

well... of course there's different quality wigs...
basically, I'm not an expert on this...
but... obviously, real human hair wigs are 'top-of-the-class' quality and also 'top-of-the-class' price.
and they don't usually come in colorful colors.
frankly, cosplayers go for synthetic wigs cos... one, they're cheap, two, many many colors available and three, they look the part enough.
I buy my wigs from taobao.com
haven't tried many shops.
fantasysheep is a good shop but their wigs are freaking thick, so if you need to lop off 1/2 a wig to make 2 layers, get fantasysheep.
otherwise, your head might feel like a watermelon is hanging off it! jkjk
at taobao.com, you can read people's feedback and comments and see the rating of the shop to judge how much you trust it.
of course... it's in chinese... OTL
get one of the taobao spreers here on sgcafe to help you with ordering and shipping.
they make $$ off it, but... i can't be bothered to learn how to do it so....
be careful though... some idiot tried to charge me shipping for 20kg when my items were <10kg in weight.
I was rightfully pissed and I let it go at a waiver for the next lot of items (which frankly was not worth what I paid, but whatever...)

how to: Make Katara's Necklace

Royal Blue satinribbon (it's too thick, I know, but the other choice was a .5" navy blue,and I felt that was too thin)
Ribbon clamps
Filigree clasps
2 inch gold eye pins
Gold thread
Pinch bail(sacrificed from a pendant)
I practiced carvingthe design onto the clay several times, trying out different tools andtechniques. I decided to make the waves using a flathead screwdriver, and dreweverthing else using the eye pins (convenience and laziness). I really love theeffect the screwdriver gave the waves.
I searched forSculpey tips online and followed quite a few of them. I put the flattened clayinto the freezer overnight (because it was late- I think an hour is enough tocool it) before carving it. I lightly carved the design, then baked the Sculpeyfor 10 minutes- enough to harden, but not completely. I then smoothed out thecarving and made it a bit deeper. I finished baking it (baking it makes it allshiney again after it got dusty from the hardened carving/sanding) and sandedit til the surface was flat. The result was really pretty, but it got supergorgeous after I added glaze. The pictures really washed out the blue- it's notactually that light.
(And no, I'm notreally that good at circles. I found some ActivOn that just happened to be theright size and traced it. My practice circles were so uneven. >.< )
Ok, the ribbon. Myfirst try ended up being just a tad too tight, so I had to try again (anddestroyed the slightly longer ribbon clamps trying to get them off. Go me!) Iattached the clamps to the clasps by making small loops out of the god eye pins(I don't have gold wire and didn't want to buy any, so the eye pins were a goodsubstitute). I sealed the ribbons with a woodburner (candles work too, I amtold). I folded the ends in and sewed them shut, as I didn't want to deal withthe itchiness from the seals.
The pendant is sewedto the ribbon under the bail. I'm not quite sure how sturdy this is. Ioriginally was going to punch a hole in the ribbon and attach the pendent bywire (thinking like a jeweler, lol), but then I saw that others sewed theirson, and I was like, Wow that makes sense. The pendant's kinda heavy, so I don'tknow how long the ribbon will last. Hopefully a long time.
